H2 2026 BD Priorities for Life Sciences Service Companies (October Update)

Updated: 1 hour ago
Updated 26 October 2026. First published on 1 July 2026 as a mid-year check-in. This update adds the H1 2026 funding data, the current BIOSECURE timeline, the GCP changes coming in January 2027 and the events left in the partnering season.
The first half of 2026 reshaped the ground under every life sciences service company. Whether you run business development for a CRO, a CDMO, a specialty lab, a regulatory consultancy, a clinical supply provider or a biotech tools vendor, the pipeline you built in January was priced for a different market than the one you are selling into today. With one quarter left, the useful question is no longer what changed, but which of those changes you can still turn into signed work before budgets close.
This article pulls together the signals that matter for commercial teams across life sciences services and turns them into priorities you can act on before year-end. For the longer-term shifts behind these signals, see what has actually changed in life sciences business development in 2026. For next year, see our life sciences business development plan for 2027.

Key Takeaways
The outsourcing market is still expanding, but buyers are more selective. The combined pharma CRO and CDMO market sits at roughly USD 277 billion in 2026 and is forecast to reach USD 594 billion by 2035, a CAGR near 8.8%. Demand concentrates around providers who can prove capability fast.
Funding is back, but concentrated. HSBC Innovation Banking counts USD 16 billion of private biopharma investment across 314 deals in H1 2026, and the top 10% of first financings took 63% of those dollars. Fewer, larger, better-funded sponsors are the outsourcing customers of the next two quarters.
Consolidation and reshoring are redrawing the competitive map. Continued biopharma M&A and the BIOSECURE Act, now law, mean your prospects are re-evaluating vendors for programs that run into 2028 and beyond.
Buyers are discovering and shortlisting vendors with AI. Sponsors increasingly use AI assistants to research service providers before a human ever visits your site, so being citable by AI is now a BD channel, not a marketing footnote.
Your most useful Q4 move is a disciplined pipeline reset. Re-score every open opportunity, reallocate BD time to the segments that are actually funded, and lock in meetings for BIO-Europe, BioFIT and JPM week now.
October 2026 update: what changed since July
Funding: more money, fewer winners
HSBC Innovation Banking's 2026 mid-year report counts USD 16 billion of private biopharma investment across 314 deals in H1 2026, including USD 9.4 billion in Q2 alone, and expects H2 to run at a similar pace. First financings reached USD 4.1 billion across 95 companies, but the top 10% of deals took 63% of that money. BioPharma Dive's tracker points the same way: at least 68 biotechs raised more than USD 9.1 billion of venture funding between January and June, the highest first half since 2022, with about 76% of the dollars in rounds of USD 100 million or more and about two-thirds of rounds going to companies with a drug already in human testing.
For BD teams, the implication is precise. The funded sponsor exists, but there are fewer of them and they are further along. A target list built from 2026 financing announcements, filtered on clinical stage and modality fit, is worth more than a broad list of early-stage names.
M&A: when your client is acquired, the vendor list is reopened
HSBC also counts 19 venture-backed biopharma acquisitions in H1 2026, with a median upfront payment of USD 950 million, and ten of the 19 targets had lead assets in preclinical or Phase I. Every acquisition triggers a vendor review on the buyer's side. If one of your clients or prospects is acquired, the time to reconnect is the first weeks after the announcement, before the acquirer's preferred providers are simply rolled over.
BIOSECURE: law since December 2025, on a long timeline
The BIOSECURE Act became law on 18 December 2025 as Section 851 of the FY2026 National Defense Authorization Act. The first OMB list of biotechnology companies of concern is expected around December 2026. The federal contracting prohibitions only take effect after implementing guidance and FAR revisions, and contracts signed before the prohibition date are grandfathered for five years after the FAR amendments. In practice, this is not a 2026 cliff edge. It is a sourcing question for every program that will still be running in 2028, which is why sponsors are already asking about it in RFPs. Our analysis of what BIOSECURE means for CDMOs covers the opportunity for US and European providers.
GCP: ICH E6(R3) Annex 2 takes effect in the EU in January 2027
ICH E6(R3) principles and Annex 1 have applied in the EU since 23 July 2025, and the FDA published its final E6(R3) guidance in September 2025. Annex 2, adopted on 3 June 2026, covers decentralised elements, pragmatic designs and real-world data, and becomes effective in the EU on 15 January 2027. For CROs and clinical service providers, this is a legitimate reason to contact sponsors in Q4: explaining how you apply risk-based quality management and remote oversight is more useful than another capabilities deck.
The partnering calendar moved on
CPHI Milan opened the autumn season in early October. What remains before budgets reset: BIO-Europe in Cologne (9 to 11 November 2026), BioFIT in Marseille (10 and 11 December 2026) and the J.P. Morgan Healthcare Conference week in San Francisco (11 to 14 January 2027). Twelve weeks before JPM week is mid-October, so meeting requests for January should already be going out.
What actually changed in H1 2026
The market grew, but the money moved toward proof
Outsourcing penetration keeps climbing. Sponsors have continued shifting capital away from owned facilities toward asset-light development models, and outsourcing penetration for APIs reached about 74% (and roughly 61% for the more complex biologics APIs) in recent data. The CRO services market alone is projected to grow from about USD 93 billion in 2026 to USD 140 billion by 2031.
The catch for BD teams: growth is not evenly distributed. Advanced modalities are pulling ahead, with more than 2,000 cell and gene therapy programs globally and roughly 80% of them already contracting external partners for early process work. If your capabilities map to biologics, cell and gene, or specialized analytical and regulatory support, the tailwind is strong. If they map to commoditized services, you are competing on price and speed, and you need to say so in your positioning.
Biotech funding turned back up
The demand side is refilling. EY's 2026 Biotech Beyond Borders report describes a fundamentally strong industry, with fundraising outside the commercial leaders at its highest since 2021. Newly capitalized biotechs do not have infrastructure; they outsource. That makes freshly funded companies the most important account list you can build, and it rewards service companies who watch financing news and reach out within weeks of a raise.
The competitive map is being redrawn
Two forces are pushing buyers to re-open vendor decisions mid-contract. First, consolidation: the Novo Holdings acquisition of Catalent, the Suven and Cohance merger, and Charles River's divestitures have all changed who owns what. Second, the BIOSECURE Act and broader supply-chain scrutiny are prompting sponsors to reconsider China-based providers and to value US and EU capacity and resilience. When incumbents get acquired or flagged, their clients go looking, and that is a BD opening for anyone ready to move.
Buyers now start with AI
The discovery process has quietly changed. Before a sponsor requests a call or downloads a capability deck, they increasingly ask an AI assistant to explain the landscape and suggest providers. If your firm is not clearly described in citable, authoritative content, you are invisible at the exact moment buyers build their shortlist. This is why answer-engine visibility has become a genuine BD priority, connected to how you generate inbound and outbound demand together.
Q4 2026 priorities for life sciences service companies
Here is where to focus commercial effort for the rest of the year, with the signal that justifies each move.
Re-score your pipeline: deals set in Q1 were priced for a different market, so rank every open opportunity by fit, funding and urgency before year-end.
Chase newly funded biotechs: 2026 money is concentrated in fewer, larger rounds, so build a target list from 2026 financing announcements and filter it on stage and modality.
Sharpen segment positioning: growth favors advanced modalities and resilient supply, so rewrite your one-liner for your two strongest segments.
Capture reshoring demand: BIOSECURE and consolidation reopen vendor decisions for programs running past 2027, so message US or EU capacity and continuity clearly.
Book BIO-Europe, BioFIT and JPM meetings: the remaining events of the season drive Q1 2027 pipeline, so request meetings 8 to 12 weeks out.
Become AI-citable: buyers shortlist vendors through AI assistants, so publish clear, sourced capability content.
Write the 2027 plan now: sponsors set next year's budgets in Q4, so convert your revenue target into the meetings and accounts it requires.
1. Reset the pipeline before you add to it
The highest-return activity before year-end is not new outreach, it is honest re-scoring. Take every open opportunity and reassess it against current-market reality: is the account still funded, is the modality still a priority, is the timeline real. Kill or park what no longer fits, and protect BD time for what does. A structured approach here is the foundation of a predictable revenue engine, and it prevents you from carrying dead weight into your year-end number.
2. Build your list from who just raised
With biotech financing recovering but concentrated, the fastest new pipeline comes from companies that closed rounds in 2026, especially those with a clinical-stage asset. They are staffing up, selecting vendors and moving programs forward. Systematic lead generation aimed at the funded segment will outperform broad prospecting for the rest of the year.
3. Say precisely what you are best at
In a selective market, vague positioning loses. Buyers reward providers who can prove specific capability quickly. Pick your two strongest segments, whether that is sterile fill-finish, complex biologics analytics, decentralized trial delivery or regulatory strategy, and make your messaging unmistakable. This is also where many small and mid-sized providers struggle, a theme we cover for CROs and CDMOs.
4. Position for the reshoring conversation
If you have US or EU capacity, make it a headline, not a footnote. Sponsors reassessing China-based partners want continuity, transparency and compliance, and the decisions they make now cover programs that will still be running when the BIOSECURE prohibitions apply. Frame your resilience story while those vendor decisions are actively open.
5. Fill your Q4 and January meeting calendar today
With CPHI Milan behind us, BIO-Europe in November, BioFIT in December and JPM week in January are where a large share of Q1 2027 relationships begin. The teams that win are the ones who pre-book qualified meetings weeks ahead rather than working the floor cold. Our guides to conference BD strategy and conference meeting generation walk through the mechanics, and our conference follow-up email guide covers what to send once you are back.
6. Make sure AI can recommend you
Publish clear, well-sourced content that describes what you do, who you serve and where you are strong, so that when a buyer asks an AI assistant for providers in your niche, your firm is part of the answer. Pair that with focused LinkedIn prospecting to reach the humans behind the searches.
7. Write the 2027 plan while budgets are still open
Sponsors shape next year's outsourcing budgets in Q4. A one-page plan that converts your 2027 revenue target into qualified opportunities, meetings per month and named accounts lets you reach them while those budgets are still being written. Our 2027 business development plan guide gives a worked example.
If your BD capacity is the constraint
Many life sciences service companies read a list like this and recognize the priorities but lack the commercial bandwidth to execute them in a single quarter. That is exactly the gap a fractional business development model is built to close: senior BD execution without the cost and lead time of a full in-house hire. Whether you build internally or bring in outside help, the priority is the same: do not let a recovering market pass while your pipeline runs on Q1 assumptions. Corstrate provides this through its fractional business development service for CROs, CDMOs and biotechs.
Frequently asked questions
What are the most important life sciences BD priorities for the rest of 2026?
Re-score the open pipeline before year-end, target biotechs that raised in 2026, sharpen positioning around your two strongest segments, explain your US or EU supply continuity to sponsors planning past 2027, pre-book meetings for BIO-Europe, BioFIT and JPM week, and publish capability content that AI assistants can cite.
Is biotech funding still recovering in 2026?
Yes, but it is concentrated. HSBC Innovation Banking counts USD 16 billion of private biopharma investment across 314 deals in H1 2026, with USD 9.4 billion in Q2, and expects a similar run-rate in H2. First financings reached USD 4.1 billion across 95 companies, and the top 10% of deals took 63% of those dollars.
Is the life sciences outsourcing market still growing in 2026?
Yes. The combined pharma CRO and CDMO market is around USD 277 billion in 2026 and is projected to reach roughly USD 594 billion by 2035, a CAGR near 8.8%. Growth is strongest in advanced modalities such as biologics and cell and gene therapy.
Where does the BIOSECURE Act stand in late 2026?
It became law on 18 December 2025 as Section 851 of the FY2026 NDAA. The first OMB list of biotechnology companies of concern is expected around December 2026, and the federal contracting prohibitions only apply after FAR revisions, with existing contracts grandfathered. Sponsors planning programs that run past 2027 are already weighing it in vendor choices.
Which life sciences events are left in the 2026 to 2027 partnering season?
After CPHI Milan in early October, the main remaining events are BIO-Europe in Cologne (9 to 11 November 2026), BioFIT in Marseille (10 and 11 December 2026) and the J.P. Morgan Healthcare Conference in San Francisco (11 to 14 January 2027). Meetings for each should be requested 8 to 12 weeks ahead.
Why should life sciences service companies care about AI visibility?
Buyers increasingly use AI assistants to research the vendor landscape and build shortlists before contacting anyone. If your capabilities are not described in clear, authoritative, citable content, you can be left out of the shortlist before a human ever reviews you.
